Flights below minimum heights

Applicable legislation:

Commission Regulation (EC) 923/2012 laying down the common rules of the air and operational provisions regarding services and procedures in air navigation (SERA)
Regulation on the rules of the air (OG 32/18, 10/21)

Application form: FAO-FRM-011

Flights below SERA minimum heights can only be conducted with the prior approval of the Agency.

Fully completed application must be accompanied by the mandatory documents listed on the application form and submitted not later than seven (7) working days before the commencement of the operation.

Since commercial specialized operation below SERA minimum heights over the congested areas of cities, towns or settlements or over an open-air assembly of persons is considered as high risk operation in the Republic of Croatia, aircraft operators from the EU Member States, Norway, Iceland, Lichtenstein and Switzerland must obtain approval for cross-border commercial high-risk operations (HR COM SPO) from their respective aviation authority. More detailed information can be found at High risk commercial specialised operations (HR COM SPO).
