Change approval

Application for Part CAMO change approval („AOC CAMO“ and „Non AOC standalone CAMO“)

Part CAMO change approval must be approved in accordance with CAMO.A.130 for changes relevant to:
  1. scope of work or terms of approval such as:
    • organization name
    • principal place of business
    • additional aircraft types/groups/series
    • Accountable Manager
    • additional subcontracted organizations
  2. nominated persons under CAMO.A.305 (a) 3.-5. and CAMO.A.305 (b) 2. (CAMO manager, Compliance manager, Safety manager etc.);
  3. Accountable Manager and nominated persons informing system under CAMO.A.305 (a) 3.-5. and CAMO.A.305 (b) 2.;
  4. CAME procedure changes not listed under CAMO.A.130(c).

Change approval for additional aircraft types/groups/series must be in accordance with „Appnendix I to Appendices to AMC to Annex III (PART-66)“ or „EASA TCDS“.

Application must include following:

  • Copy of contract technical parts with Part 145 organization for line and base maintenance in case of scope of work change;
  • Copy of contract technical parts with subcontracted CAMO organization, in case of subcontracting new CAMO organization;
  • Baseline and generic aircraft maintenance programme for acceptance, if there is no CAMO contract with aircraft operator and in case of scope of work change (for aircraft not used for licensed aircraft carrier in accordance with Commission Regulation (EU) No 1008/2008);
  • safety risk assessment for planned organization changes, if applicable (SMS-management of change);

CCAA may request additional documentation relevant to nominated persons and airworthiness review staff qualification and experience, as well as approval interview.

Additionally, following applications are required: 

Short description of Part CAMO („AOC CAMO“ and „Non AOC stand alone CAMO“) change approval process:

  • before application, meeting with CCAA may be arranged to discuss planned change and other organization approval of change relevant issues;
  • relevant applications to CCAA submitted;
  • terms and deadlines of approval process are laid down by Act on administrative procedures;
  • submitted documentation check, e.g. CAME, ATL, AMP, maintenance contracts, responsible person CV, etc., CCAA will contact applicant for clarification, corrections and/or additional documents;
  • interview with new nominated responsible persons, if applicable;
  • airworthiness review under CCAA supervision, if applicable;
  • organization oversight after CAME corrections are done and all others conditions are met, CAME change approval after oversight;
  • organization must submit acceptable corrective actions plan after the oversight;
  • organization must inform CCAA about corrective action performance;
  • all incompliances must be properly addressed before CCAA approve change;
  • after the change approval organization can start using their privileges defined in scope of work.
