Dropping or spraying from an aircraft in flight

Applicable legislation: Commission Regulation (EC) 923/2012 and Regulation on the Rules of the Air OG 32/18

Since dropping or spraying from an aircraft in flight is considered high risk operation in the Republic of Croatia, aircraft operators from the EU Member States, Norway, Iceland, Lichtenstein and Switzerland must obtain approval for cross-border commercial high-risk operations (HR COM SPO). Third country operators must obtain approval for dropping or spraying from the Agency.

Third country operators shall submit application for approval of dropping or spraying containing the following data:

  • Name and address of the operator,
  • Type of operation requested (e.g. photography, agriculture)
  • Type of aircraft and registration mark
  • Pilot(s) information (name and surname, number and type of pilot licence)
  • Area of operation
  • Purpose of dropping or spraying
  • Date or time period of operation
  • Details of the area and planned flight altitude
  • Administrative Fee in the amount of 20HRK.

The following documents must be submitted to the Agency together with the application:

  • Certificate or other equivalent document issued by operator’s national aviation authorities which authorizes the operator for this type of operation
  • Certificate of registration
  • Certificate of airworthiness
  • Airworthiness review certificate (if applicable)
  • valid licences, ratings and pilot medical certificates for the flight crew involved in operations
  • Certificate of Insurance - third party liability according to Regulation 785/2004
  • Noise certificate (if applicable)
  • Detailed map of the area of operation
