About usCCAA's Mission, Vision and StrategyClear definition of its mission, vision and strategy are essential for successful and effective business of Croatian Civil Aviation Agency. CCAA is structured as an efficient and responsible organization that applies modern information technology, measures efficiency on both individual and general level and develops human potentials long – term and strategically, thus ensuring high quality and competent human resources for future. CCAA's quality management system is comprehensive and interactive; all procedures are defined and optimized in order to achieve maximum outputs and transparency for all beneficiaries. CCAA must act as a generator and catalyst of positive developments in the aviation industry of the Republic of Croatia. On the 8th session, held on 27 September 2012, Agency Board adopted key benchmarks for CCAA’s strategic planning. Strategic planning is defined as a systematic approach to decision making, direction definition and implementation of activities that will govern future business of the Agency. First step in this process was the definition of mission, vision and strategy, which would serve as a strategic basis for CCAA's Five – year strategic business plan 2013 – 2017 that is being developed. Mission
Mission describes the fundamental purpose of the CCAA; it defines the basic tasks of the Agency:
Basic task of CCAA is to define and implement necessary regulations, as well as to continuously monitor implementation of acts and ordinances with a view to ensuring high standards of civil air traffic safety and security. Agency safeguards the interests of passengers in air traffic, and acts as a public service to all stakeholders in civil aviation which ensures fulfilment of required standards. Vision
Vision outlines what we want to be:
Agency should be recognized as a very efficient organization that continuously develops and adapts to the changes in the environment. On the national level CCAA shall be identified as socially responsible institution. In order to improve effectiveness, CCAA applies modern technologies in its business, while reducing useless administration to the minimum. All the processes in CCAA are optimized and documented; process participants are trained and fully familiar with their tasks, authorities and responsibilities. CCAA measures work performance on individual, departmental and overall level, and uses the results and outcomes to actively and continuously improve its work. Strategy
In its work, CCAA applies following basic strategic outlines:
− continuous and systematic communication with aviation industry; − continuous and systematic training of management and staff in their area of work, including intense communication with other established aviation authorities and organizations in European Union, exchange of knowledge and experience, staff training in peer institutions and learning from mistakes of other organizations; − employment of the highest quality personnel available at the labour market; − work scope and authorities of CCAA, its internal organizational units and all employees are clearly defined; − quality management system as a basis for business development and continuous improvement of CCAA's operations; − all subjects liable to the application of regulations are actively involved in their development; − maximum transparency in all aspects of CCAA’s business is assured; − CCAA’ activities are conducted based on risk assessments to the highest possible degree; − activities and services whose utilization through CCAA’s own resources is not economically justifiable are outsourced; − in addition to incomes regulated by law, all available external financing mechanisms (non – refundable or very favourable) are utilized for realization of projects beneficial for operation and development of CCAA. |
